It is an honor and a privilege for me to be here with you today at this Commonwealth Youth Forum
I wish to congratulate the Commonwealth Youth Council for organizing this youth forum which will provide a platform for young people to contribute to the Commonwealth and the Commonwealth Heads of Government agendas. I am pleased that this forum also provides an independent platform for youth representatives to consider their agenda at the same time as the Commonwealth Heads of Governments Meeting.

It gives me great pleasure to celebrate the global festivities of World Habitat Day this year from this beautiful city of Naples. Naples is a gateway to the Mediterranean, and renowned centre of history, culture, art – and urban and architectural splendour. The planning of settlements such as Pompei, just down the road from here, still guide and inspire us in our quest for liveable cities. So it is with a special word of appreciation to Your Worship, Ms. Iervolino Russo, the Mayor of Naples, for so generously offering to host this important annual event.

As some of you might recall I have had the pleasure of appearing before your meetings at the time I served as the UNCTAD Director for the Office of the Least Developed, Land-locked and Island Developing States. I was also serving at the time as the Executive Secretary of the Third UN Conference for the Least Developed Countries. I have always been gratified by the strong support, which the Group of 77 has always extended to the weaker among them. So I am pleased to be back. As you know, there are four headquarters of United Nations in the World. After New York, the main headquartes, we have Geneva and Vienna. Nairobi is the only UN headquarter in the developing world. Today we find ourselves gathered here at the home of the United Nations Environment Programme, the agency that works to protect our planet’s natural environment, and UN-HABITAT, the agency of which I am the Execuctive Director which works for the built environment. This meeting could have been held elsewhere in this wonderful city, and so it is with a special word of appreciation to Your Excellency, President Kibaki, that we in the United Nations Office at Nairobi extend to you our thanks.

I understand Robert is unwell and I wish him an early recovery. I would also like to acknowledge Clive Harridge, your Immediate Past President, whom I had the pleasure of meeting at the World Urban Forum in Vancouver last year. The RTPI made a powerful contribution to the Forum, a gathering of over 10,000 people from around the world, and its effort was crucial in putting planning back on the international agenda, from whence it has been missing for at least the last twenty years.

UN-HABITAT welcomed the invitation from the Special Representative of the Secretary-General, Mr. Kouchener, in mid-1999 to assist the UN Mission in Kosovo to address a range of issues including local governance, rebuilding a land administration system and infrastructure in Kosovo, and developing the means to ensure restitution for people who lost their properties, and to help regularize informal transactions during the decade from 1989 to 1999. It is the celebration of the handover of the last case resolved by the Housing and Property Directorate and the Housing and Property Claims Commission that we are here for today, and I am proud that UN-HABITAT has been recognized for its contribution in to this most deserving endeavour.

I am particularly pleased by the theme of this year's observance of International Youth Day: "Be Seen, Be Heard”
It is a most appropriate theme. With over 200 million youth living in poverty, 130 million illiterate, 88 million unemployed and 10 million living with HIV/AIDS, the case for a renewed commitment to working with youth for attaining the Millennium Development Goals is vital. Young people must be seen as equal partners in achieving these Goals and in realizing the Global Partnership Initiative. As you are all aware, we are at the halfway mark to the target date of 2015 for attaining these goals, and the time has come for accelerated action.

World Habitat Day is the most important date on our international calendar. It is our occasion to remind the world, our leaders and our citizens, that the first Monday every October is an occasion to be ever alert and vigilant to the great urban changes sweeping our planet. And so it gives me great pleasure, and indeed great honour, to thank Your Worship, Mayor Deetman, for so kindly offering to host the 2007 global celebration of World Habitat Day in this wonderful and great city. In the same breath, I also wish the Honourable Ministers, Mr. Koenders, and Ms. Vogelaar, to know how deeply grateful we are for the continuing very generous financial and political support that the Government of The Netherlands has always shown the United Nations and especially, our agency, UN-HABITAT.

This year’s International Youth Day will be celebrated on Tuesday 12th August 2008 all over the world. Various activities have been planned in different countries across the globe. UN-HABITAT executive Director has recorded a video message for that day whereby she has supported UN Secretary- General’s message on greater involvement of youth on combating climate change. She reiterates that today’s young people will bear the consequences of climate change if immediate measures are not taken to tackle this phenomenon. More so in developing countries, youth are often responsible for farming, finding water and collecting fuel wood. These tasks will be rendered more difficult – and will take even more time away from education or productive activities – as climate change affects the availability of water, agricultural productivity and the survival of ecosystems.

Housing is a fundamental human right and it is the duty of all responsible governments to ensure that each and every citizen has access to adequate housing along with all basic infrastructure and services such as access roads, water and sanitation, electricity, other community services. The failure to do so in a timely and cost effective manner results in the proliferation of slums which are the breeding grounds of disease and deprivation, the loss of human dignity and ultimately deep rooted frustrations that find vent in violence both within homes and outside.

The 19th Century was a period in history marked by major innovations in medicine and disease prevention which contributed to the rapid acceleration in population growth in the western world. Europe’s population doubled from roughly 200 million to more than 400 million inhabitants. The 19th Century was remarkable in the widespread formation of new settlements, particularly in North America and Australasia, with approximately 70 million people leaving Europe in quest of a better life. In the beginning of the 19th Century, only 2 percent of the global population lived in urban areas. The Industrial Revolution spread from the United Kingdom through Europe, North America, and eventually to the whole world.
