I am very excited to be back in Uganda. Last year I was here in April when I had the privilege to address the commonwealth meeting on Africa’s urbanization crisis. It is an honor and a privilege for me to be here with you today at this Commonwealth Youth Forum I wish to congratulate the Commonwealth Youth Council for organizing this youth forum which will provide a platform for young people to contribute to the Commonwealth and the Commonwealth Heads of Government agendas. I am pleased that this forum also provides an independent platform for youth representatives to consider their agenda at the same time as the Commonwealth Heads of Governments Meeting.

Indeed, they are often contributors to urban problems rather than tools for human and environmental improvement.

It is a pleasure and a privilege for me to be with you today to address the Gwangju Summit of the Urban Environmental Accords. I am happy to be in Korea this week, a country that has taken a lead in “walking the talk” on sustainable urbanization and climate change issues, combining efforts of local government, the private sector and academia. This great country harbours many shining examples of sustainable, inclusive, green and welcoming cities. If all cities were to follow in the footsteps of Korean Mayors, there would perhaps not be so many worries about the feasibility of reaching significant cuts in greenhouse gas emissions.

The theme this year of World Habitat Day on 6 October spearheaded by the Brazilian city of Rio de Janeiro is water and sanitation. Never before has there been such clear international consensus that sustainable development starts with health and dignity. These fundamental conditions of human development cannot be met without sustained investment in safe water and basic sanitation.

The preparatory process for Habitat III will place significant demands on Member States, UN-Habitat, and the UN system as a whole. As you may know already, in late August this year, the Secretary-General designated me as the Secretary-General for Habitat III. I am confident that I can count on the support of all Member States and UN agencies in this exciting but demanding journey towards Habitat III.

As an enormous universal gathering of faiths put away their differences and assembled in Rome to lay Pope John Paul II to rest, 827 delegates from 92 Member States, including 48 Member States of the Governing Council, 39 representatives of Local Governments and their organisations and 92 representatives of NGOs as well as participants from the UN system, IGOs, professional associations and the private sector, assembled in Nairobi to provide guidance to one of the United Nations’ key programmes in the fight against global poverty.

It is a great honour for me to share my thoughts with this relevant gathering of Land Professionals in Kenya, and especially on a topic that is very close to my heart, “the Role of Land Professionals in Tackling Informal Settlements”. I am sure you are aware that UN-Habitat is the United Nations agency mandated to promote socially sustainable urbanization in towns and cities. This includes tackling informal settlements, without which sustainable urbanization cannot be attained.
