THE SECRETARY-GENERAL - MESSAGE to the 21st session of the governing Council of UN-HABITAT

This year marks a milestone in human history: for the first time, half of the world’s people will be living in towns and cities. That percentage is projected to rise dramatically in the decades ahead, especially in the cities of the developing world.

It gives me great pleasure to welcome you to the opening session of the 21st session of the Governing Council in my current two capacities. Firstly, as the Director General of the United Nations Office at Nairobi, UNON, a responsibility bestowed upon me by the Secretary General last year after Dr. Klaus Toepfer retired. Speaking in that capacity, it is with great pleasure that for the second time this year, we are honored to welcome you, President Mwai Kibaki, to our UN Compound. Your personal presence is a testimony to the important support you are giving to the work of the UN in general, and in particular to the business covered by the UN environmental agencies headquartered here, namely UNEP and UN-HABITAT.

I am pleased to welcome all of you to Kenya for the 21st Session of the Governing Council of the United Nations Human Settlements Programme. This forum will be setting the policy for, and approve the work programme of UN-Habitat for the next two years.

The twenty-first session of the Governing Council of UN-HABITAT met this week on the cusp of enormous change, both in the United Nations system and in our new urban era. Our new Secretary General, Mr. Ban Ki-Moon, has followed our proceedings closely. Indeed, as the Executive Board of the United Nations meets, my Deputy, Ambassador Inga Björk-Klevby is in Geneva to brief the Secretary General and the Board on these important deliberations and to explain how the cause of human settlements has entered centre stage on the international agenda. For 2007 will go down in history as the year in which half of humanity was living in towns and cities.

It is vital that we in the United Nations system work more closely with the business world! So I say a warm word of karibu – welcome to our Nairobi headquarters.
